Bush was in office from January to September, Clinton was in office for a matter of weeks when Waco happened. Kennedy was in for days when the Bay of Pigs occurred.
Clinton is blamed for the first Trade Center bombing, even though the people responsible for that and the Cole bombing were caught and jailed. What happens in a presidents administration is remembered as the administration problem.
One of the weirder things about Bush is that he hated Clinton so much that he refused to listen or learn about anything Clinton's administration had instigated, which is why he paid little heed to the memo about the possibility of the US being attacked by planes.
We did not have good on the ground intelligence in Iraq.
If you remember, we had fly overs and the UN there. They told us that there were no WMDs and there were no chemical warfare plants in trucks as Colin Powell told the UN. But the UN was correct, no WMD, no chemical plants.
But, there wasn't much reason to have a lot of concern, the men in the planes that went into the buildings here weren't Iraqi...the were Saudi.

We've had intelligence in Iraq for about 20 years.... going back to at least Bush Sr...
Why? Has Iraq attacked anyone recently?
I thought it was Al Qaeda that attacked us in 2001 -- you know, that group that was based in Afghanistan, currently based on the Afghan-Pakistani border -- and that group that sent 15 Saudi nationals to bomb us...?

Clinton stated on the record,that his administration was aware of Osama & Al Queada and the threat they posed but didn't think too much about it and since they were about to leave office they didn't act upon it.
