The basic pinata method is as follows:
Blow up a balloon to the general size you want the pinata to be. If you don't want one that's basically round, this wouldn't really work unless you could find a balloon in a different shape but it will work for your purposes. You'll need a lot of newspaper cut or torn into strips. Using either some kind of water-based craft glue or a paste made of flour and water, dip the strips into the glue and place them on the balloon. Be sure to overlap the strips slightly. Leave one area kind of open, you'll need a big enough hole to insert the prizes. If you don't leave a big enough hole, you can always cut it larger once everything else is done, but leave at least a small hole so you have a place to start. Once you have the entire balloon covered in basically a single layer let it dry several hours or overnight.

To make the star points you'll need to form either a roll of paper or lightweight cardboard into a cone shape. Tape these do the dry pinata body. Then, cover the tape and the entire body with another layer of newspaper strips. Deciding on how thick you want the walls of the pinata to be will determine how many layers to use. You can either cover the star points with a layer as well or not, depending on how you think it looks. I generally use at least 3 layers of mache on the body of the pinata, but if you want to make it a little more difficult you can add as many as you want.

If you want to have streamers coming from the cones you need to add those before you attach the cones to the body.
Once you have everything completed, you can either paint the body, or you can tint a final layer of glue and use it to paint with, or you can glue a final layer of colored tissue paper over everything.

Although buying one, if they are available, is much less hassle, the basic method is to inflate a large balloon and lay down newspaper strips soaked in wall paper glue (paper mache) to build up layers, then let it dry and burst the balloon. Add more layers for strength and put some string (sling style) around it to make a stronger hanging point.
Most have added parts glued in place like heads and necks, legs, or just cones. These are built separately and glued on with overlapping newspaper.
Finally, the whole thing is decorated with colored paper and paper streamers.
There has to be a place to put in the goodies that splatter all over when it breaks - usually a slit along the top, although you could seal it in before you put the last of the paper on.

Make a star out of wire. Mix glue and water in a large container. Soak newpaper page in mixture. Layer over wire structure. Keep layering. And then layer some more. When you think it's thick enough, let dry. Paint. You can cut out a hole for the candy and then seal again. You might want to do this before you paint. Voila!
