coragryph is total correct on this. It IS possible for Congress to pass a law that violates the Constitution. Such a law would be unconstitutional, but not illegally passed. Article 1, section 8 of the Constitution allows Congress "To establish a uniform rule of naturalization ... throughout the United States. As such, any benefits they grant to illegal aliens are only unconstitutional to the extent that granting the same benefits to US citizens would be unconstitutional.
Note: I agree with the position I think you hold about the law itself. This answer is intended to address the issue of what is and is not legal and/or constitutional.

A bill cannot be illegally passed.... that's a non-statement.
A bill may be voted on by both Houses, and if passed by both Houses, it is then sent to the president for signature or veto. See Article I and II of the Constitution.
It's not a law until its either signed by the president, or until both chamber pass it by and override 2/3 vote.
And no, there is nothing people can do to stop any bill that is passed by both chambers and signed by the president from becoming law --- that's why we are only a democratic republic, and not a pure democracy.
