there is not much you can do other than report it to the cops, but don't expect to get it back. As for your stories, it depends what went wrong, if the hard drive got physically damaged your OK, although your stories are lost. However, the chances are that it was not, and even if it is password protected the thief would be able to get onto the hard drive with only a little bit of know how. But opportunist thieves are rarely this thought full, chances are they will strip it down and flog the parts to some where like cash converters.

Uh Oh! It sounds like the Packard Bell is gone. Unless you know who has it, you will probably never see it again. You could file a police report but I would say the police will never find the system. Someone probably thought that you were looking to give it away.
If the harddrive is not working and the person is unfamiliar with drive recovery, I would not worry. If it is a person that knows how to tear the system down, he might. Then, your stories could be stolen. (a person that would purchase the parts from a Packard Bell is an idiot because those parts are crap)
If the motherboard, chip, or ram is shot, all the thief has to do is tear the system down and put your hard drive into a working computer.
In terms of protecting your stories, you are out of luck unless you copyrighted the material. I cannot believe that you forgot to make a backup of the stories. They are lost forever.

Anyone who steals an old computer isn't going to bother publishing your stories. A thief didn't collect your computer, HE BLOODY STOLE IT!!! I suggest you keep your computer indoors at all times and keep it protected with a password, in case somes decides to collect it again!

He could get access to your files. If you have a backed up copy of your stories then I would see about getting them copyrighted before anybody else does. Even if you pass worded the files there are ways of getting into them. Just hope that it was a opportunist theft and that they will just reformat the hard drive without bothering to check whats on it.

If he stole your work and publishes it you would know who he is...
I don't even know if you can even get the cops involved because you said you kept it outside someone probably thought it was trash and took it.
Also those stories may seem valuable to you but to the average person it would probably appear to be just junk he would probably format the PC and use it for his own purposes. Think about it how does he know those stories have any value? or that your a professional writer?
Bottom line all you can do is get the cops if you can't there is nothing you can do....
Also any passwords you put on the machine are useless when a person has a unlimited amount of time to crack them.

I hope this is a wind-up! What on earth did you leave your pc outside your door for? Yes, it's certainly possible that whoever stole it can access your data unless you contrived to encrypt it somehow, you've lost it mate. It's likely that the machine will be broken down for any useable parts and the rest dumped.

Whenever a person with the right knowledge has physical access to a computer he/she will be able to access everything. Always keep that in mind.

If he wanted to, he could. But he'll probably just resell the computer or disassemble it and sell it for parts. The average person who sees a computer in front of your door and picks it up isn't going to go "aha! Maybe this one has the pre-written stories that I need."
