it has gas, oil, and a brand new spark plug, it started running real crappy so i sprayed some throttle cleaner into it, added about 2 ounces of sea foam to the gas, and cleaned out the air fliter. then to top it off the pull rope broke on me so i fixed it and now it doesnt have tension on it after i try to start it.. i have to "reset" after every try. then it'll only run for about 3 secs.

There are 4 things you need to run a lawnmower. Oil, Gas, and oxygen, and spark. I suggest take out the air filter and see if it runs. If it does then change air filter if not then that isn't the problem. Check/change the spark plug wire. You can check it with a meter. Hook up to both sides and read ohms. If you get a reading it's good if you read OL that means open loop and you have a burnt wire. You can't always tell by looking at it. Not sure how mechanically inclined you are so it might be easier to just change the wire. It is inexpensive. Make sure it's getting gas. Pull off the gas line and see if gas comes out of the hose. Might be as simple as spraying WD40 or carburetor cleaner into the carburetor. Does it idle? I would start with removing the air filter... more times than not it is clogged and choking the motor. The coil for the starter rope... sounds like the spring is bad. I would bring it somewhere to get it fixed.. shouldn't cost more than 30 bucks or so. Pushmowers are usually pretty cheap to get fixed.

Now you have two issues, the recoil starter and the reason for not running. For the starter rope, you have to wind the rope and spring a couple of turns to put some tension on the rope. As far as the not running problem, it is the carburater. It needs to be removed, soaked in a good parts cleaner and reassembembled with a rebuild kit.

the recoil starter has a strong spring in it that must be rewound before the rope can be installed (not a DIY thing, tight spring tension can be dangerous) as for running 3 seconds the "Prime Fuel" lasts for a few seconds then the carb is supposed to pick up and fuel the engine. Since yours is running till the prime fuel is gone I would guess your carb is clogged and in need of through cleaning inside and out. (maybe a rebuild kit too)

Just cleaning an air filter may not be enough. Try replacing it with a new one.
Take it a small engine mechanic for the pull rope. Seems they can be tricky and not necessarily a "do-it-yourself" item to fix.

could be a fouled fuel line. does it have a fuel filter? if it does replace it.
