I would look into neighborhood around downtown or in downtown like East Village, Cortez Hill, Banker's Hill, Hillcrest, North Park, Normal Heights, University Heights, South Park, and Golden Hill. Pacific Beach would also be a good place to live w/o a car b/c you don't need one within the community and there is an express bus that takes you to Old Town Transit Center and to downtown plus two other buses that take you to Old Town. But downtown and the surrounding areas are probably the best places to live if you don't have a car in general.

SD City College is most accessible by transit out of all the community colleges in the county b/c it's right in downtown and has a trolley stop next to it. Somewhere in and around downtown would probably be best and their are tons of high end restaurants downtown in the Gaslamp Quarter too so finding a waitressing job shouldn't be a big problem in that area.

I would think about 2 areas: downtown, as it's got City College right next to a trolly stop and gazillons of restaurants and bars in the Gaslamp area (which are mostly high end and high traffic, so tips will be good.)

Another option would be in Mission Valley...lots of condos and apartments and a number of them are within blocks of trolly stops. Besides having access to City College via the trolly system, you could also take a bus to Mesa College. If you were going to be on campus at night I'd think Mesa would be a lot safer for a woman than City (I've attended both for night classes). There are restaurants in Mission Valley too, and easy access to the Gaslamp area via the trolleys.

I'm sorry, I don't think San Diego has good transportation, unless you live in a few transport-friendly areas. I live 26 miles from my job. It takes me 35 minutes to drive there in heavy, morning, drive time traffic. If I take public transportation it would take 2 hours and 50 minutes each way, despite the fact that I live only two miles from the Coaster (north county's version of the trolly) and work at one of the largest hospitals in the county, which is adjacent to 3 other large hospitals, juvenile court, juvenile hall, and several nursing homes.

Depends on where you are going to college. If you go to City College, you may want to look at quiet parts of Hillcrest, North Park and Mission Valley. Hillcrest is a bit pricey and also the gay part of town but it has some awesome restaurants

Mesa College, you may want to look around Claremont or again at Mission Valley or Serra Mesa areas.

Miramar college, you may want to look at Mira Mesa but that can be a tough area. You might get your car broken into if you're not careful.

TRANSPO in San Diego is great is really doesn't matter where you are there are plenty of city buses, and the trolly system to get you around with ease!
