It should draw the air up if you want to suck cool air from the basement into the house. It should blow down if you've got cool night air that you want to blow down on you (although, I think you can only do this between 2 and 6 in the morning! Otherwise, it's hot, hot, hot!).
When a sheet or something evaporates, it sucks a lot of heat out of the air. I wouldn't do this inside the house, because it might make it sticky and moldy, but you could hang a wet sheet outside your biggest windows (especially the ones facing the sun, which is south in the northern Hemisphere). Another thing is to sprinkle water on the concrete or rocks in front of the southern windows and doors. You may have to do this two or three times a day, but it will make the breezes cooler.
Also, be sure your house is in the shade. It's better to erect an awning than depend on curtains to block out the sun, but you have to go with what your house is and what your budget is.
In general, ceiling fans should blow up. Invest in some cheap floor fans to blow *on* you at the same time, and you'll have the best of both worlds!

In the summer the fan should blow air down circulating the air (counter clockwise)...in winter the air should go up pushing the hot air down (hot air rises)

Well, since we don't know about the room you are talking about, where the cool air input comes from, where are the windows, etc., why don't you let is spin in one direction for a few minutes, notice how it feels underneath the blades, then try it spinning in the other direction? In the summer, you basically want the cooler air to rise, and this will be located closer to/on the floor.

Usually you should keep the fans on to keep the air moving in the summer and it helps save energy from the air-conditioning, and the best way to do that is to have them pushing the air down, which is counterclockwise on my fan.

Whatever feels best to you. I don't think either way will save you more money as it will use the same electricity with the fans and with your air conditioner.
