As someone who lives in Spain, I'd say it's not too dissimilar to the many Spanish web sites that have an 'English' option, e.g. my bank's site.
Maybe sites should have a button for 'Xenophobic'?

Duh. If you live in some states you will find that Spanish is closely gaining on English to become the dominant language. Right now it is a close second. (segundo)
