No. Here's something I found on kare11.com.
Although concern was raised about cracks, some experts theorized it's no coincidence the collapse happened when workers and heavy equipment were on the bridge. The construction work involved resurfacing and maintenance on guardrails and lights, among other repairs.
"I would be stunned if this didn't have something to do with the construction project," said David Schulz, director of the Infrastructure Technology Institute at Northwestern University. "I think it's a major factor."

It was likely a test gone wrong. See news article from 08/04: -- "Reports from Russia’s Institute of Solar-Terrestrial Physics located in Irkutsk are reporting today that their Siberian Solar Radio Telescope (SSRT) detected a ‘massive’ ultra low frequency (ULF) blast emanating from Latitude: 45° 00' North Longitude: 93° 15' West at the exact moment, and location, of a catastrophic collapse of a nearly 2,000 foot long bridge in Minneapolis, Minnesota.
Russian Military reports state that the total collapse of such a massive bridge, and in the absence of evidence linking its destruction to terrorist activity, could only have been accomplished by an acoustic weapon, of which the United States Military is known to possess.
These reports further state that one of the United States primary research organizations into acoustic weapons research is Augsburg College, which is located in Minneapolis, Minnesota, and most importantly less than 1 mile from the Interstate 35W Bridge collapse."

The main factors in the collapse were probably a combination of corrosion due to the salting during the winter months and poor upkeep on the bridge. In no way was this an act of terrorism. The construction should be considered, but they weren't doing any structural work on the bridge, they were doing surface upkeep.

It looks to me like bad engineering - that bridge had a very shallow arch that was then elevated upon concrete piers.
An arch under tension tends to widen at the ends - it should have been set into the river banks on a large immovable foundation. But that would have required a much larger, more circular arch like the I-35 eastbound one. Granted, it's a different type of constuction, but notice how the arch runs from bank to bank and rises up almost to the bridge deck.

The bridge that collapse is behind the one in the picture.

I didn't think anyone thought it was terrorism. How could it be?
The bridge was unsound, and it collapsed. Someone's head will be on the block over it, no doubt, but it wont be a terrorist.

I don't believe anyone really thinks it was terrorism, but honestly, nothing should be ruled out until after the full investigation has been able to prove so.

I think if terrorists were to attempt to attack our country, they'd go for a more high profile bridge, like Golden Gate, or Brooklyn.
I believe 9/11 proved......they're not into subtle.

9/11 "spooked" alot of people in this Country. If a Cherry Bomb goes off in the distance- someone's going to cry, "Terrorism!" . Nerves of "steel"- we DON'T have, I'm afraid. THAT comes with experience- and a few more REAL terrorist attacks...
