In the wake of the September 11, 2001 attacks, some of these actions have been re-examined and become more controversial. Some say this support of radical Islamists led to the rise of the oppressive Taliban regime and Al-Qaeda. [5] It has also been alleged that Osama bin Laden, the future Al-Qaida leader, received training by the CIA or an allied intelligence agency.

Al Qaeda is Sunni Muslim, but Iran is Shia Muslim. Iran does not agree with Al Qaeda fundamentals, Al Qaeda do not follow the ayatollah as the supreme religious leader. Saddam Hussain did not have links to Al Qaeda in my opinion. Al Qaeda religious fundamentalism was something Saddam opposed. For example alcohol was avaliable in Iraq, that hardly fits in with the Taliban who made paper bags illegal in case the paper was once part of a Koran.

No. Jimmy Carter gave Iran to the radical muslims, leading to the slaughter of millions of Iranian citizens. Osama would be dead or in prison if Clinton had been more interested in running the country instead of raping women.

On what basis? Reagan did not arm the Islamist insurgents in Afghanistan. If he had still been president at the key times, I doubt we would be where we are.
