The problem with bombing Mecca is that you would kill plenty of innocent Muslim men, women, and children, and not enough of the Islamic Fundamentalist terrorists as they are not likely to be anywhere near Mecca.
As for "establishing a credible deterrent" how can you possibly negotiate with terrorists? Easy, you kill them!

I think that establishing a credible deterent in the wake of 9/11 would have been a much better strategy than the ill-concieved 'War on Terror.'

But, at this point, it's probably too late for that option. It would take many rounds of attack and overwhelming reprisal to establish that we were serious.
