Let me first start by thanking you for bringing this topic to the forefront…
Thank You!
I have had one of my children taken over by this crap and have worked with many, many others. It’s not like Pot, LSD or even Heroin… it’s a Weapon of Mass-Destruction unlike any other threat we have faced in the past.
I grew up in the 60’s/70’s…. hell, I’m still “growing up” – I KNOW what “drugs” are, I know why pot should be legal and child molesters should be shot.
I even know why people manufacturing and selling Meth, are not having the “attention” focused upon them.
It’s a money thing… ya see, there is so much money in “Meth” that allot of so-called people, turn a blind eye, just to get SOME of it.
Tons & tons of money...
Fix that, and life will be good again. (Maybe)

Those makers are not in the US, though, so it would be a little more complex than that. You'd have to shut down ephedrine production globally, and that could be quite the undertaking, politically, even though it's entirely doable, logistically.
And, frankly, there /isn't/ a suitable substitute for psuedophedrine and similar decongestants. I know the use may sound frivilous, but there's more to it than just easing the sniffles so you can go to work.
Finally, the cartels that make and distrubute meth won't just go away - there are plenty of other substances that we choose to ban that could take it's place.

It shows the power of international trade, too. A lot of the ephedrine coming into the country now for meth use is from foreign sources.

It wouldn't matter. You can make meth outside of the country and import it, like cocaine, or you can import ephedrine from overseas from countries where it is not banned. How do you conclude that bootlegging ephedrine is complex?
Quaaludes exist in the U.S. They are smuggled from countries where it is still legal to use.

So now we should punish everyone for the behavior of some. Nice idea. Lets just add a tax along with it just for fun. If you don't want to be addicted to meth, DON'T TRY IT. It's a simple responsible decision.
