I think it comes from two main factors. Those with money and power have always felt that rules are for other people. Republicans want laws to constrain the "mob," but to be free of regulations themseleves. They want other people to pay taxes, but to be exempt from having to share any of their own riches. The second reason is psychological, one the shrinks call "projection." Corrupt people always think that "everyone does it," and that other people have the same lack of morals they themselves do.
