Suppose the question were "what number is half of 400?". It should be pretty obvious that 200 is half of 400. What you did (probably in your head) is:
x = 1/2 * 400
Apply the same logic to "19% of 400":
x = 19% * 400 = 0.19 * 400 = 76.00
The hardest part of word problems is translating words like "of"---does that mean multiply or divide? Plugging in very simple numbers often helps you figure this out.
