Nurses are healers, so it's very easy to form a crush on them i.e. they take care of you while you're getting better. The classic nurse costume is more based on when they wore dresses and hosiery, which twas definitely better looking than the scrubs worn today. (Scrubs aren't sexy, but probably more functional and a better choice for work).
Of course costumes are often made to be extremely short or tight in all the right places, so that helps also. In reality nurse uniforms where not that sexy, nice but not over the top...

There are some sick, messed up people out there. You'll notice it's usually them who think nurse costumes are sexy.
