You need:
* a domain name - your ".com" or ".cc" or ".org", etc.
* website host - a remote server your site is on that people can access it from the web.
* a site building program - I tend to recommend Microsoft FrontPage to build your website in because it works like everything else Microsoft makes.
* knowledge - consider getting "FrontPage for Dummies"
a way to take money - consider getting a PayPal account
* other things you may need can include a digital camera to shoot photos of your products, and photo-manipulating software like PhotoShop.
A lot of places like hostmonster.com will register your domain name for free if you buy the website hosting package from them... they will also give you $50 towards Yahoo search marketing (pay-per-click). Their hosting cost me only $5 a month when I paid ahead for 2 years.

Normally, you find someone who can host your domain. That's what I use at my work. You can design the page yourself if you have knowledge, or you can get someone to do it for you, like a graphic designer or maybe even the domain host can help you with it.
