why do they do this?
Do the leaves not just got blown back by the wind?

They supposedly blow the leaves to a heap instead of raking them. It's one of the noisiest most idiotic inventions I've ever seen...

They do this to avoid raking. Raking is very difficult in some places, such as around shrubs, in perennial flower borders, and in other places that are a tight fit for rakes or have things that would be disturbed by raking. People really do not want the leaves they collect, either by raking or blowing, to be rescattered by the wind. They try to avoid this by bagging the leaves, taking them to a compost pile, or raking them to the curb for city pick-up. Certainly some leaves will get blown about no matter what kind of clean up is attempted, unless they are sucked up by a vacuum.

I sometimes use a garden vac that blows or vacuums. I use the blower to blow the leaves into one particular spot, then pick up most into a waste bag, before using the vacuum to pick up the rest. Works very well and saves a lot of time and effort.

People do this to elevate the burden of raking to make big piles of leaves, then they pick the piles up and throw the dead leaves to a place of their choice!

how else are you suppose to get the leaves out of the flower beds when a rake doesn't do a great job like a blower will then you pick them up when they are out of the flowerbeds anyone have any better idea

They do it to tidy things up and yes they do get blown back,Its a job of work that pays the bills.

My machine sucks and blows, depends on my mood, either my neighbour gets all her leaves back, or I suck them up and compost them.

they either blow the leaves under the bushes or into a pile so they can vacuum them up
