Part of the merit badge process is to get you to think and form your own opinions. I will give you some generalities, you should do additional research (looking in books, not asking for answers) and expand these thoughts to make them your own. What does the merit badge pamphlet have to say?

A citizen has an obligation to obey the community's rules. What rules are there?

A citizen has an obligation to participate in the community. How does a citizen participate?

A citizen needs to contribute to the community. What can the citizen do to contribute?

A citizen has a right to fair access to the resources of the community. What are the resources?
