confidence. Men need confidence to walk up to you especially if we think your out of our league. Give him a smile to let him know your interested. I love women who are self reliant and head strong.... IE Red heads.... oh man. Clothes.... wait women wear clothes? I must be imagining women without.... at leats that what most men do. Just don't wear a burlap sack and you'll be fine

There is no magic formula. Most guys are shy. Many overcompensate for that by acting like idiots. Some actually are arrogant jerks of course and I would stay away from them. Most guys are happy any girl will even talk to them, so get your nerve up to talk to them and break the ice if you want. If he is attracted to you you will know. If he's acting cool and looking around for something better then you know he's not interested and don't waste your time. If you are shy pick a shy guy and you'll have something in common (I think opposites can attract but I think they make lousy relationships because one person is too dominant and eventually the other person gets sick of it).
As far as what to wear, just look your best. You know a lot more about that stuff than we do. All the best!

Look nice, not wearing anything unkempt or trashy, or that makes you look out of the ordinary. Makeup should be sparse, most girls wear way too much. Hold off on the perfume too, guys don't like to taste your "scent" when they are six feet away. Best way to get some guy to notice you is to make eye contact with that person. Certainly don't overstate your own limitations-- if you are chess club material, don't try and get the star quarterback to like you-- he will just want sex. Look at guys who have similar interests to you, then be around them so they will notice you.

Trust me it's hard for most guy's to approach a girl, if you do it instead it would be much easier.
Most guy's prefer long hair, not too much make-up(i know i do), wear sexy clothes(who cares if people think your a slut, they will mostly be jealous women).
