yes.
its really pretty simple, once u know this site:
1. goto keepvid.com
2. in a separate window, open the google/youtube video that u want to download. copy the address of the page from the address bar of your browser.
3. paste that address in the textbox at keepvid.com
4. select the site, to which the address belongs from the dropdown menu
5. click download.
a link will be shown below from which u can download.
6. right click->save target as-> rename the file and give extension as .flv (generally).
thats it, you are done!!
no registration or downloading any software needed!!

on youtube no you cant
on google, it will say on the right hand side it will say download, select the format you would like and then it will download, but then you also have to download google's video player.
