If there are parallel universes and such and one can only be conscious in one then are there people in this universe who aren't consciously here?

Consciousness is not just synaptic activity. Most people on this earth are not aware of the contents of their own mind and cannot be said to be fully or wholly conscious of NOT being their thoughts, feelings and beliefs. Rather than the observer of the system, they identify with and believe they are their feelings, thoughts, etc.

My experience is that different dimensions are holographic in nature, but an integral part of the reality we live in every day. Normally, we are only capable of perceiving one at a time which means that one must close for another to open. Reality mirrors consciousness and this is a regular occurrence in most people's lives. It only becomes noticible when it happens suddenly in a so-called "miraculous" way. We are normally protected from sudden shifts of one experience to another by our defensive learned ego whose imprinted beliefs about physics (reality) protect us from having heart attacks - from what is too dangerous for the organism (mind/body) to witness.

Since consciousness is nothing more than electrical impulses in a brain, the consciousness always exists inside the brain, and never exists anywhere else.

If the brain is one one universe, the consciousness is necessarily in the same universe.

If you are talking about parallel universes, it is either/or.

Either they are in this universe or they are in a parallel universe.

As for people in this universe who aren't consciously here...
That is called deep/dreamless sleep or a comatose state.
