No, That is old school, this is the information age.
The Democrat set up automatic withdrawals of $20 every month from the Republicans account into a central account, then hires a large staff ( admin fees of 25 per month ) then they give $5 to 6 homeless people, and ask the Republican for another $80 per month.

No. The Republican would have told the homeless man to have some personal responsibility and then would have had him arrested for vagrancy. While in jail the homeless man would have learned the tricks of profitable crime so that when he got out, he could steal from others, become wealthy and vote republican.
The Democrat would have taken the man to a homeless shelter and made sure he was evaluated by a mental health professional to see if he had an illness that was preventing him from functioning in society. The man would have gotten help, possibly through use of an antipsychotic drug discovered with government research grants by scientists who were educated through NIH training grants. The man would have left the mental institute and gone to a half-way house where he could get job training so he could go to work and support himself. But the job he got would not provide mental health coverage, so he'd relapse into his disease, wander around in a stupor and get robbed and murdered by the guy who was in the first scenario.

You are assuming that the Republican would help, typically he'd ignore the problem to begin with. However, the parable is right about the Democrat. The fact that it is actually only $3 out of $20 that gets to the people who truly need the help is atrocious.

Cut the bit about the republican giving the guy twenty bucks and it would work a little better. Also 'directions to the wellfare office' is probably superfluous, since you're illustrating that program by analogy, through the democrat's behavior.

Now your story is fine if the homeless person is white, otherwise the republican wants to "see your papers". The sad part is the Liberal just stands by and watches as the Republican strips him of his rights.

no, it is more like the Republican, upon seeing the homeless person, broke out his Bible, and began scolding the homeless person, telling him it was due to his sins that he was homeless. He'll justify his tirade on select verses of Scripture. He couldn't offer him a job because he outsourced his workforce to Mexico and India.
The democrat will give his brown bag lunch to the homeless person.
