Take a MSF (Motorcycle Safety Foundation) course, then bring the card they give you to the DMV and they'll give you your M endorsement! Wooo.

Harley does have the classes but it's hella expensive. If you just need the endorsement & you already know how to ride you can get that for about $80. Call different motorcycle dealerships & see if they sponser companys on specific days when you can take the test. What state do you live in?

Go to the internet like google and find some one that is offering a class and then you'll get your licence and some experiance and cheap insurance!!

Department of Motor vehicles same as you would for a car.
This applies whether you are looking for plates or operators licence.
