I'm sure you can. Lots of agents are ex-military and law enforcement, which traditionally have a lot of tattooed people, and tattoos are getting to be more and more accepted now anyway.
If you qualify and impress people otherwise, it would be stupid of them to refuse you just because of some art.
(Plus, if they did, you could sue them and say it was religious discrimination -- I'd recommend that you become a member of the Church of Body Modification now.)

The dress code says all tattoos of an offensive or vulgar nature must be covered by clothing or makeup.

If you can get in & make it through their academy, sure. But it is VERY competitive.
