wigginsray has it correct. This is a very common issue and is easily remedied.
Older monitors are not capable of handling the resolutions that the computer is outputting.
When the computer is in Safe mode, the computer is outputting a resolution that is standardized to work on almost every monitor on the market.
The easiest solution for you is instead of going to Safe Mode, select the "Enable VGA Mode" option. This will reset the resolution to the same resolution as Safe Mode, but the computer will be in a normal Windows mode.

sounds like the video card is trying to send a higher resolution signal than the monitor can handle. This is typical with alot of lower end LCD's. If you have an older monitor (CRT) type - try using it, set the monitor resolution to what's compatible with the new monitor and put the LCD back on. Alternatively, try loading Windows in safe mode. (I think f8 key during startup - that will force windows to work in 800x600 which any monitor should handle).

Either just wait for a couple minutes or press any random key(s). If none of these options work, hold the power button until it turns off(10-15 sec.) and wait 1-5 min. Or unplug the CPU input and wait 1-5 min.

plz change u r ram slot....and sure u placed it quite correct or not...
nd try to boot in safe mode...u can get tht option by pressing f3 when u r sys is booting up....
or simply press ctrl+alt+delete when the screen freezes into black..it wrks smtimes..!!

When this happened with my desktop computer I had to reboot it to a different date. When it happened to my laptop I just called dell and they fixed it for me. Call the customer service technical support for whatever brand computer you have, they'll be able to walk you through it.

with bad ram the video can't load have your ram tested and or replaced.
