It's normal for breast size to change throughout life, mainly in adolescence but it's not unusual for them to have growth spurts in adulthood, even in a woman's 30's. They wouldn't usually get a lot bigger, like if she's an a cup at eighteen she's not going to flare up to double d's by fourty. Only during pregnancy and breastfeeding do they change radically.

Hormones. From the onset of puberty up through their 20's or 30's women's breasts are developing. It's not unusual for breast tissue to stop growing for a while in their late teen years, and then grow again in the woman's 20's. It's all due to hormonal changes and normal body development in a woman. Pregnancy can also create changes in breasts (also due to hormonal changes).

is she menstruating?
more details needed.
if she's young, then she could still be growing.
she could also be pregnant, or gaining weight.
