The Minnesota Twins for sure. We will have the best starting rotation in baseball. Santana, Liriano, Garza, Bonsor, and pick a 5th Either Baker, Slowey or Perkins. They will still have one of the best bullpens in the majors as well. They will still have to hit but if they do some how open up the check book this year and sign Hunter and we can find a 3rd baseman somewhere life could be good again here.

A bunch of teams have a LOT of potential...
Royals-definitly have a SOLID group of players coming up, and are starting to turns things around...could be the next Brew Crew.
Cubs-Yeah...they are going to be pretty good for a while.
Mariners-Although some of the guys are getting on in age, they all should have at least one or two years left in them, plus the adition of Adam Jones in the outfield and the emergence of Felix Hernandez as a dominating starting pitcher will keep them in it for a while.
Brewers-Young, talented, and explosive.
Braves-They always seem to have quality youngsters and a proven front office; they'll be good.
Twins-If they can figure out a way to keep their star players (Santana, Morneau, Mauer, etc) they are going to be nearly untouchable soon.
Tigers-Getting older as a team, but if they stay healthy, best top to bottom team in the majors
Probably some more, but these are the ones that kind of stand out to me...

Before I give my opinion, I think that the Royals will be good in about 5 years. They have great hitting prospects, but their pitching just isn't good enough in that division.
Now, I would say as my top choice, the Milwaukee Brewers.They have lots of young, talented players who will improve. That means J.J. Hardy will be more consistent, Fielder will have more homeruns, Weeks will bounce back, and they have great pitching with Gallardo leading from the prospects and Sheets as their ace.
My second choice would be the Arizona Diamondbacks. This team also has tons of young talent. They will have the best outfield in a few years with three premier prospects in the outfield, not to mention still having Conor Jackson and Carlos Quentin, both who are improving. Their pitching will have to get stronger though.

The Royals might improve, but they are in the same division as the Tigers and Indians, you have to remember.
I'm saying the Cubs. They made a huge splash in the free agent market this year. The first year is always tough with a few new players, and a new manager, but next year they'll all know each other pretty well, so they'll have a better chemistry, which equals lots of winning

The Royals are in a difficult division, and they lack enough pitching to be anything more than a .500 team. The Angels and Red Sox will still be the best teams next year, with Philadelphia finally fulfilling some of its promise.

the milwaukee brewers. they have been struggling lately this season and have a lot of young starters that will have a lot more experience for next season. ryan braun (who will probably win the rookie of the year award) is at the top of the national league when he didn't even play in the major league for the whole year. He has all the talent and when his experience level is higher he will be able to help lead the team to very successful season.

Atlanta. With a whole season under his belt for the Braves. Mark Teixeria will take the team into the World Series. They've always had pitching, but now they're adding that power hitting.
