Most banks are connected to several bank networks and so is VISA. These networks connect to other networks and so on. Chances are really good that the ATM you want to withdrawl from will be connected to a network that accepts VISA. Of course there are no garuntees these things aren't regulated, but getting you access to your money is in everyone's interest here. If they can get you your money then then you can spend it at their businesses, and they can charge you fees to access your account!! See, when there's money on the line, people will love to help you get it!!!
The real question is: How much is it going to cost you? There's interchange fees that are charged to your account when processing through foreign banks. You may have a hard time finding how much the interchange fees and exchange fees are going to be. You may want to try 1 withdrawl and check your account the next day to see how much in fees was taken out of your account. Your bank will probably also add it's own foreign ATM fees.

Do you mean to ask "Does every ATM card work in every country"? If it has a Visa or Master Card logo on it then it should work. My only experience with it was in Indonesia last year where I was able to use my ATM card without any problems.

It depends on what network your ATM card is on. There are about six of them, I don't remember all the names. One is Cirrus. If your card is on Cirrus and the countries machines are linked to Cirrus, you should be able to access your account. Just remember that the machine will be dispensing the money of the country you are in, not American dollars.

I can't see why not. I've been using my Australian EFTPOS card in Vietnam for the last 9 years. It is an expensive way to access funds though because of the International withdrawal fees charged by your bank.

US issued cards can not be used in some restricted countries. There are exceptions, if you are in the U.S. military the bank can lift the block but you can only use it for needed items. Another words is you can not go buy an expensive watch but you can use it for food and clothing within reason.

my visa atm card worked while i was in spain, and in portugal. but they did charge me a fee to convert the american money into euros. you can just call your bank and ask them. hope that helped.
