They can't squeeze money out of a rock. If he doesn't have a job, all they can do is add arrears to his total. Generally, they won't jail someone who isn't paying because they became unemployed. It is those who are deliberately thumbing their nose at the system and have more than enough to pay the obligation.
While I am sympathetic, you picked him.

Honey it Depends on which state your in I have had a bad experience here in the state of Kentucky going through Missouri since that is where the bi logical father is its takes months even years to get anywhere the only best thing for you to do is take action and then when you get it all started is to call every day(YOUR LOCAL CHILD SUPPORT OFFICE) they will eventually get tired of you calling and start doing something because my son will be 7 in Dec and I have only recieved about maybe 500.oo in the year of 2006 and 2007 and paternity was astab in Nov 2001 which was drawn out to long and they are only going back to Jan 2004 and my son was born Dec 2000 so goodluck to you!

Child support in most states is set at a percentage of income (in illinois its 20% for one child). If the father is umemployed, they will not immediately throw him in jail, because if they did there would be no way for him to actually earn a living to pay child support. In most states, the court will require him to contact the state's unemployment office and the court will monitor his job search - that is make sure he is looking for a job. And when he gets one, they will most likely have his employer garnish his wages. The portion most likely will be higher then 20% at first so that he pays back the backdated amounts. When he is current, then it will drop back down to 20%.
If your child father fails to comply with the court order (seriouly look for a job), then he will be held in contempt of court and placed in jail, until a time he is willing to comply.
Just to clarify, people are not put in jail for failing to pay child support if they have no means to pay (so long as they are following the orders of the court to look for a job or even two jobs - the court's discretion). They are only put in jail if they have the means to pay and choose not to.

If he does not have a job they will make him find one. They will give him a log sheet and he will have to go around to different businesses and fill out applications. After he fills out the application the business would then sign his log sheet. If he does not pursue employment he could face jail time.

I think they will look at his financial situation to figure out how much he must pay. If he doesn't have a job, they might not require him to pay until he has one. But I'm not sure on this.

they will give him a timeline to get a job or face jailtime, suspend his licsense, seize any money he has in a bank account and take any refund he is due from IRS.

Uh, it's deadBEAT, honey.
The court would garnish his wages when he gets another job, and he would also owe back amounts from when he was unemployed.

First, they'd ask you to spell better. They'll make him pay or he'll eventually go to jail.
