Owner's manual does list all the fuses. Pages 6-57 and 6-58 cover the engine compartment fuse block in the manual for my 2001 Grand Am. This is where the fuse for the Accessory/Cig Lighter is . Should be fuse #34. The engine compartment fuse block is located on the driver’s side of the engine compartment, near the battery.

The fuse for this might not exactly list it as for the lighter. It is usually spliced in with one of the courtesy or dome fuses. The easiest thing to do is use a test light and check all the fuses. Most of GM cars have some kind of a map on the cover of the fuse panel which tells which fuse is which. Good luck.
