You mean 9/11. The plan AL Qaeda started working on in 97 and were able to get all 19 hijackers in the U.S by 1999. Just so you know, Bush wasn't sworn in until 2001.
As for Guiliani, he was the mayor and had 0% influence in our foreign policy.

Have you ever seen the movie V for vendetta?
