Are there a lot of good public courses in Vegas? And I'm sure pricing varies, but what's an approximation of cost per round?

Yes, there are many. The costs now (summer is low season) range from about $35 to several hundred, with an average now around $120 for the better courses (e.g. Palmer's courses).

Google <"Las Vegas" golf public> and you'll have hundreds of options.
