I've never found anything decent on general sites like Amazon. You never know what you're going to get, especially if you're a beginner and you can't tell good from bad. Here is a few reputable ballroom sites. DVDs sold here are taught by famous instructors and dancers.
http://www.dancevision.com
http://www.danceport.uk.com

http://www.ballroomdancers.com have demonstrations of steps but you can't really learn to dance from a website of a DVD. Go to a dance class.

If you don't mind paying online here are a few:
http://www.amazon.ca/s?ie=UTF8&index=dvd-ca&field-keywords=Ballroom%20Dance&page=1
http://www.centralhome.com/ballroomcountry/ballroomvideo.htm
http://www.thedancestoreonline.com/

But on a very serious note you can only learn so much on your own get your butts into class and learn as much as you can about the dance and the culture
