I've found that the best way to kill them is to equip the rifle (with scope), then get as far away as possible and shoot them in the head. Head shots will stun him for a second and you can fire again. If you can, stand behind a corner with your gun ready and wait for him to come around. Then just shoot him when he's trying to raise his gun.

The most powerful gun when fully leveled in RE4 (not counting the rocket launcher) is the Broken Butterfly. Fully leveled, it has a 50.0 attack. So if you've been leveling up your Broken Butterfly, I recommend using it on the chaingunner. If not, use your sniper rifle from a distance.

I always use the rifle. Just use the most powerful weapon you have or use grenades
