well fabian washington does have one of the fastest 40's in combine history. "prime time" didnt run his 4.2 whatever fully padded. a lot of florida colleges and other schools have what they call flying 40's its when you get up to a 5 yard yard at the starting line and they record your 40 yard dash time. i doubt it if you ran under 4.6, and if you did i am sure it was hand held which can be up to .3 off of an electronic time 40.
i played college football with guys that ran sub 4.5 and low 4.4 40 yard dashes and never saw the field. speed doesnt equal talent.

There are lots of players who have run a faster time than Moss. Deion allegedly used to run something like a 4.19. However, 40 times are clocked by hand not electronically. Also, many players get a 1 or 2 step start. So, don't always believe the 40 times you read. Just remember anyone clocked below 4.4 is freakin' fast.
One interesting note is that I remember a story about the Canadian sprinter, Ben Johnson. He was widely considered to have the fastest start out of the blocks when he was competing. In the Olympics when he set the WR in the 100, he ran the first 40 yards in 4.24 seconds. The wiki cited below explains how the 4.24 was derived. Maurice Green actually ran a 4.21.
NFL players are very fast, but somehow I doubt there are any players in the NLF that can outrun Johnson or Green.

The NFL did not begin using partial electronic timing (started by hand, stopped electronically) at the Scouting Combine until 1990. In the electronic timing era, the fastest recorded time at the NFL Combine is 4.25 seconds by cornerback Fabian Washington in 2005. [1] Most times close to 4.0 are considered untrustworthy because of the use of hand timing, but still many use hand-timed 40s. Players such as Randal Williams (4.04)[2], Bo Jackson (4.12)[3], Michael Bennett (4.13)[4], Jerome Mathis (4.25) [5],DeAngelo Hall (4.15)[6][7], Michael Vick (4.25) Joe Candito (4.33) ,Lee Suggs (4.27)[8], Don Beebe (4.21)[9], Randy Moss (4.25)[10], Darrell Green (4.15[11], 4.2[12]), and Laveranues Coles (4.2)[13], Joey Galloway (4.19)[14] have approached that mark.

Who cares about 40 times? They are rarely consistent and don't measure football prowess. Emmitt Smith reportedly had very bad 40 times for a running back and all he did was win 3 Super Bowls and set the record for most yards rushing.
