Basically the same as a Mac, you can use a crossover ethernet cable if you have ethernet ports in both computers. Or get a flash/thumb drive that connects to the USB port and transfer the files that way.
You can slave the old drive to the new computer and transfer files that way also.

Download Windows Easy Transfer for your Windows XP-based PC so you can automatically copy your files, photos, music, e-mail, settings, and more to your new Windows Vista based PC. This software enables you to transfer data with Easy Transfer Cables or across a network, external drive, or CD/DVD.

On a PC you use a Removeable Hard drive, which are also called Flash drives. The cost is deturmined by how many GigaBytes are on them, but i would say you can get at least 2 GB for 15 - 20 dollars. Ok so once you buy one you should look at the back of the pc where the files you want to transfer are on and look for the USB slot which is usually found right under the slot you plug the keyboard and mouse in. Some PC's have USB slots on the front, and you will know what the USB slots look like once you got your Removeable hard drive. Anyways once you got the Removeable hard drive in the PC will automattically recognize it (or install) then you take the files you want to transfer and copy them to the Removable Hard drive. Then after you copy the files, remove the device safely, and then plug it into the Laptop then copy the files from the Removable hard drive to the area you want them. and just like that your done.
