I am looking for new "towns" in and around Buffalo NY

Not sure what you mean by that, since the towns aren't new.

However, there are some that are experiencing growth. There's a lot of building going on in Wheatfield (north of Buffalo), Clarence and Lancaster (east). That's about as far as the suburbs go (outer rim, you could say), so they are the ones with plenty of construction.
