ok so if he enters the next years draft the team is basically screwed and doesn't get compensation for the wasted draft pick?

yes, he goes back in the draft, and the team that selected him gets nothing in compenstation.
Remember Bo Jackson?
Selected #1 overall by the Tampa Bay Buccaneers in 1986. They failed to sign him (Bo knew Baseball!) He went back in the draft, and in 1987, the Raiders selected him in the 7th round, pick # 183.
The Buccaneers got nothing in return.

The team that drafted them retains the rights to that player indefinitely unless they choose to trade or give up their rights. The player would not become a free agent, he would not be able to sign with another team after a year of sitting out, he does not re-enter the draft the following year.

The team still has rights to him for an extended period of time. If he chooses not to sign they will probably try to trade him and get some value out of it. It almost never happens because it actually devalues the player, to hold out for that long since not many teams want a egomanic rookie running thier team.

The team still has the rights to them, not sure how long that lasts but it is at least a year, unless they release the player.

The player loses practice time and causes him to get further behind. The player cannot practice if he is not signed...therfore the sooner he sighns the faster he can get on that football field and contribute.
