Not really a football question, but...
In many instances "they" is a generic term for society. The beauty of the "they" is that they are no one and everyone all at the same time. A lot of people use the word they as a cover for thier own ideas, thoughts or actions.
The best example of this is Nazi Germany. After WWII many German soldiers, when confronted about the atrocities they had done, used they excuse, "We were just following orders... They told us to do it."
The blame gets transferred away from the person in question, to someone or something else that may or may not exist.
