As soon as America ends their tactics to turn the Iraqi Government into a Democracy. Any who, in recent news, it was stated that the Iraqis are trying to take responsibility for security issues within their government.

President Bush said the Iraqi government plans to take responsibility for security in all of the country's provinces by November to establish its authority. The president said Iraq will pass legislation to share oil revenues among all Iraqis to give each citizen a stake in the country's economy. He added that the Iraqi government will spend $10 billion on reconstruction and infrastructure projects. Also, Iraqis plan to hold provincial elections later this year to show a commitment "to delivering a better life,"

This Iraqi government will never be able to take responsibility for the nation. The Iraqi people will only obey two kinds of governments: a dictatorship or a government which they think legitimately represents them. This explains why the US trained Iraqi Army and police are so ineffective, yet Iraqis seem disciplined when they're fighting in their own militias. It also explains how the Kurdish government in the north which has the support of the people who live there, is able to maintain order pretty well.

In other words, they view the US as an imperial power and the sooner we leave the sooner they will either get their act together or simply submit to another dictatorship

The nation is in turmoil right now, it takes time. If a nation is thrust into a new government after decades of an oppressive regime, im sure it would take them a while to figure out how to take control of their government. The United States didn't just become the nation it is today overnight, it took many years of learning. The Iraqi government may be able to take gradual steps toward taking responsibility for Iraq, but I don't think we should expect anything quick and easy.

After we leave and one or the other of the internal factons, backed by Iran, Syria, or Saudi Arabia, takes over in a bloody coup. At that point, it's just a question of which faction won and how do we deal with them.

Remember, the number of powerful people who want a secular government in Iraq is EXTREMELY small. (Lots of powerless people want it, but have no way of getting it.) I expect it will become another Islamic dictatorship, like Iran. Thanks, George, just what the Middle East needed.

Please consider the ratio of New York City cops to people. I suggest you research this yourself. We have evolved to know how many cops we need to keep the peace in the city. It is a large number. Although there is a relatively small percentage of bad guys doing most of the crimes, it takes a large police force to keep them from turning the place into chaos (think New Oleans after Katrina when the cops were wiped out).

Iraq has nowhere near the number of law enforcement required. We must help them during the transition if we want them to get there. It's just a matter of numbers.

BigDave---While it took us a long time to get our government together, twelve years to adopt our constitution, we did it on our own. We did not have an occupying Army or a foreign police force keeping order. We fought the Revolutionary War to liberate ourselves from foreign (British) rule.
