It's things like this that make me wonder why so many on the left want to raise taxes. There is plenty of tax money already; we don't need to pay more taxes. Hoping for fiscal responsibility and intelligent spending of those existing tax dollars is probably useless.

No odd at all. America is forced to deal with a corrupt country and a corrupt culture, left over from Saddam and his mobsters. It is difficult if not impossible at times to tell the good guys from the bad guys. Still there are innocent people suffering there and the bloodbath will only increase if and when we pull our support.
