is there any lizard that is smaller than like 3 feet or 3 feet that does not eat meat like an iguana is there different types of iguanas that are smaller can you please give me a link to tell me what they need and a caresheet for them please also could it live in a 40 gallon tank

Sorry, but there isn't a type of lizard that eats only plants and is under 3 feet! You'll either have to get an enormous iguana or get a bearded dragon or other omnivorous (eats plants and insects) reptile! If you got an adult bearded dragon, then 80% of its diet would be plants, and the other 20% would be crickets, but the babies it is the exact opposite (80% crickets, 20% plants) So an adult bearded dragon would be the closest you could get.
But you could also feed a leopard gecko or bearded dragon dead canned crickets (found at pet stores), but there is always the chance that they won't eat them, they usually prefer live food.

uromastyx is not a good idea. they can be hard to care for. Bearded dragons aren't as bad, but have specific lighting requirements. I would suggest a blue tongued skink. they get about 2 feet long and eat canned dog food and fruitmine likes dogfood, blueberries, and mashed-up bananas

Uromastyx are an option. They are not completely herbivorous but are primarily so and would be suitable for your size tank. They are very personable.

blue tongued skinks are great reptiles they don't get very big, about 2 feet and will eat all kinds of veggies they eat meat too but will eat hamburger meat or anythng you eat...i had one that loved strawberries and mac and cheese...they are very calm reptiles that enjoy being handled and are very easy to care for

Actually...if you wanted to try something I have an idea. You could get a leopard gecko. At petco they have non-live food you can give them...but then again, they may not like the non-live food. My two perfer live food. Leopard geckos are actually very picky.
