A friend a I went to the ocean near houston and for a swim, went went about 100 feet from the shore and started getting stung from what I thought must have been a jelly fish, turns out that there were hundreds of clear floating (things) that would attach themselves to us and bite or sting us. They were very small, about the size of a tick, clear, you could not see them unless you looked very close, all you could see of them were two dots that I suppose where there eyes. They had legs and stuff, I dont know if they had any claws, too small. Does anyone know what I am referring too?

Probably sea lice. Common at times.

Going to a sauna or steam bath may help. The creatures with " eyes that were black it looked like it had two arms claws what was this" probably will be cooked like crabs and prawns. That shd stop the itch at your nuts
