A President cannot be expected to right all wrongs during his term of office. The Office of President is a continuous institution and criticism applies more to the Office than to the individual holding it. If Bush was aware of the problems with the bridge as he entered office, the responsibility is passed to him because he has assumed the Office of President and he is expected to take appropriate action.
