JKR revealed in her webchat with fans that she changed her mind about that so it was never included in the books.
Snapedinhalf: You promised that someone will do magic late in life in book 7. I've now read it three times but can’t work out who it might have been! Please help!!
J.K. Rowling: I'm sorry about this, but I changed my mind!
My very earliest plan for the story involved somebody managing to get to Hogwarts when they had never done magic before, but I had changed my mind by the time I'd written the third book.

sadly she states she left it out :( however, we can guess who it might have been!
My theory is that it was originally going to be Filch and he would desperately use magic while trying to defend the castle from Voldemort and the Death Eaters during the battle at the end. It would have to be either a squibb or a muggle. So as we know there were only really 2 squibb characters and 2 muggle characters who had an even slimmer chance... it had to have been Filch, Ms. Figg, Petunia, or Dudley(who isn't REALLY late in life). Sooo I'm leading twords Filch. Granted we don't know what happened to Harry's Aunt and Cousin after the Ministry had fallen. They were being protected by Aurors so there's a VERY good chance that Voldemort would have found them after the fall of the ministry and them being attacked could have been the extreme circumstance that JK spoke of.
