I know it is not accurate. But why, why, oh I cannot sleep at nights, oh my oh my---why?

For meteorological purposes,we require the temperature of the atmosphere near the earth's surface.Atmosphere is composed of air,and so we have to take the free air into consideration and measure its temperature .This temperature is known the air temperature.
But the air is not heated direclty by the sun's radiation but by the reflected solar radiation from the earth, by conduction.On the other hand ,a thermometer,if exposed to direct sun"s rays, can obsorb the heat directly by radiation(unlike air) and show a temperature higher than the air temperature.So the thermometer is kept inside an enclosure(where only free air is allowed to circulate) so that it can show only the air temperature.

Simple answer: It much easier to get complete and more quality usable data if the standard for getting a temerature reading requires it to be collected in the shade. In other words, at any place in the world at any time, you can almost always find a shaded place to put a instrument to measure thee air temperature, but that is not true for finding a sunny place. Example...like at night.

Little more complex reasoning:

IIf we were to set the standard that we mush include the shortwave radiation coming from the sun, then a correction factor must be found in order to eliminate another variable that will influence the results the data. Why make things more difficult with an added variable? Those equations of motion in thermal or fluid dynamics are tough enough already. I think that will result in a lot more people losing sleep.
