Depends on what e-mail program you are using. If you are able to access the account through Outlook Express, then you can save all the e-mail to your hard drive. Once you have switched ISPs, the mail will still be there on your hard drive.

If it is an account that is not hosted by your ISP, such as a Yahoo e-mail account, then you do not have to do anything. You will be able to reach it from ISP.

If the e-mail account is hosted by your ISP, unless it has an export feature to let you save the email to your hard drive, you will probably have to forward it message by message to the new account.
