ummmmm take out the plugs and crank the engine over all the water will get pushd out
you need to find out how the fluid got in there if there kids dumped it in put in a new set of plugs chainge the oil and youl be ok
if its fuel fix the leak and youl be ok
if its antifreeze you may have a bad intake gasket common on gm cars
it doesnt mean you need a engine
as far as cost pull the plugs see what comes out
tell me what kind of car year make modle engine and ill work you up an estimate
you probally can get a really good deal on this car if youre willing to fix it

Hydro-locking an engine is just bad. Liquid of any description is non compressible. With the engine turning at 3000rpms, the pistons are changing directions 50 times a second. If it is full of liquid, it will stop dead while the crankshaft is still trying to turn. The first thing to bend is the connecting rods as if you hit the top of the piston with a sledge hammer with all your might. The next thing to get spit out are the crank shaft bearings. I have replaced connecting rods after a hydro-lock but this occurred right after start up, not driving down the road. You should look for a replacement engine as fixing this one will cost much more with no guarantee it will last.

It means that water got in the engine and since water is so much more dense than air the engine can't compress it so it locked the engine. If it is hydro locked the engine is junk and you will have to buy another engine. You could rebuild it, but it would be cheaper to just buy a new engine.
Oh let me add, since you didn't know what "hydro locked" means I would guess you are not mechanically inclined and I about guarantee that you will have problems with this engine and since you will have to pay someone to do all the work for you, run for the hill man. Do not buy this car you will regret it.

Hydro locked means that water or coolant has entered into the cylinders of the engine and since water doesn't compress, the engine cannot spin freely. Like when you try to start it, instead of cranking over, the engine refuses to spin. Close the hood and walk away.... you don't know how much damage was done to the engine when it locked up. Unless of course, you're prepared to dump a new engine into it, and see if you can repair the old one cheaply.

liquid in one or more cylinders. could be from flooding, cracked head, blown head gasket, you can pull the spark plugs and crank it over and it should spit out the fluid. I would bet it has a blown head gasket, here's the issues,
1: if they repeatedly tried to crank it over while it was hydro locked they more than likely have bent the connecting rod on that cylinder.
2: if they didn't bend the rod hopefully they didn't drive it far as antifreeze turns into a sandy substance when eposed to the extreme heat of cobustion and driving one very long when it's burning antifreeze will ruin the rings and cause it to burn oil.
3: if it has aluminum heads and the gasket is blown they are probably warped or if it got really hot they're probably cracked also.
If you're are mechanically inclined and you can buy it really, really cheap it could turn out to be a good deal
