Because things haven't been going too well for them.
Obviously, they have suffered through traumatic childhood experiences that led him to that point.
They run to the roof to enjoy a blissful view and a fresh cigarette to wash (or puff) their troubles away.
They're about to be put in the slammer, give them one last moment of tranquility, people!
But where does all that get them?
Lung cancer and a straight jacket.

Hmm well most of the time the chase starts in the street and the bad guy usually tries to evade by running into a building for cover. With the guy chasing him covering the exit I guess the only way is up or out a window (I think directors love the shot in the stairwell showing the bad guy just 2 flights above his chaser, they use it enough) his only option is the roof unless he kicks in a door and jumps out someones window. More dramatic i guess?

I think just to add drama. If they're on the roof there is also the possibility that they can fall off or jump to another building... which ads to the suspense. Also, if they get into a fight then the one guy always hangs the other guy over the edge. There is always the scene when they are hanging on for their life. Major drama!
