The anime or manga?
The manga is fan-translated up to the very latest chapters, shortly after they are published in Japan. You can get it here:

The anime is available in dubbed version (though I don't personally like the dub very much) through about the first four seasons. There are bootlegs from China subtitled in broken English for the first 160 episodes or so, plus some of the later ones around 300, plus most of the movies.

To answer your question I've pretty much done all the leg work for you.

Now you will need a torrent application for downloading. Get http://azureus.sourceforge.net/ here. You will need java as well (www.java.com).
No for english translation you will have to look around that link I sent you. Some might include subtitles or complete translations.
